Living with Hardship 24/7
The Labour Government pledged in 1999 to end child poverty by 2020. Despite significant progress towards that end, the proportion of children living in poverty in the UK remains higher than in most European Countries, with a range of detrimental impacts on their well-being in the short and long-term. The challenges parents living in poverty face in bringing up their children have been the focus of much research, but little has so far explored the complex relationships between poverty, parenting and children's well-being in diverse social circumstances.

This report is based on a ground-breaking study involving extensive qualitative interviews with parents and children in 70 households. It includes families living in poverty and deprived and more affluent neighbourhood contexts, and families from diverse ethnic backgrounds. Participants were recruited through Children's Services (including some families who had children on the child protection register and some in contact for family support), voluntary organisations and schools, to include families with a wide range of experience of services. Professionals working with families in poverty - health visitors, teachers and social workers - were also interviews in focus groups to explore their perspectives on services.

Local authorities have a new duty under the Children Act 2004 to work in partnership with other services to promote children's well-being. This report aims to contribute to the efforts ongoing in many contexts to make that vision a reality.
